Ismar Fejzic leads Samson’s Financial Management, Procurement and Learning Advisory Services practice. He brings nearly 18 years of experience in the federal public service, where he held senior roles in financial management, grants and contributions, human resources and public sector innovation.
Before joining Samson, Ismar was Senior Director of the Grants and Contributions Centre of Expertise at Housing, Infrastructure and Communities Canada. He was responsible for the financial stewardship of programs delivering billions of dollars in federal infrastructure funding, including forecasting, transfer payment policy, reporting and Treasury Board submissions. He drove efforts to modernize forecasting and improve the flow of funds to recipients, working closely with central agencies and provincial and territorial governments.
Earlier, at Innovation, Science and Economic Development Canada, he headed the department’s HR analytics and strategic people management functions, managed a portfolio of 120 infrastructure projects worth $800 million, and sat on the Deputy Ministers’ Task Force on Public Sector Innovation.
At Samson, his practice spans three complementary service lines. In financial management, he helps federal organizations strengthen their funding models, costing and cost recovery, forecasting, financial reporting and internal controls. In procurement, his team provides experienced procurement specialists and advisory support to federal departments. In learning, his team designs and delivers training, coaching and leadership development, including programs for the federal financial management community.
Ismar’s years inside government give him a practical understanding of how initiatives move from idea to implementation, from Memoranda to Cabinet and Budget proposals through to Treasury Board submissions and program delivery. Having sat on the client side of the table, he provides advice that is realistic and ready to act on. A longtime instructor in the CPA Professional Education Program, he is adept at making complex financial issues clear to senior executives and non-financial audiences.
