Support and assistance in the implementation of governmental reforms:
Many changes have occurred within government over the last few years. Samson & Associates has been actively involved in assisting departments in the implementation of these changes.
For instance, our firm:
- developed implementation plans for the Financial Information Strategy (FIS), Modern Comptrollership and the Financial Management Capability Model;
- developed policies and procedures and implemented software related to the FIS;
- developed and delivered training related to the Financial Information Strategy and Modern Comptrollership.
We are now looking forward to assisting organizations with the next significant change involving shared services. Our consultants have the expertise to help departments implement Corporate Administrative Services / Shared Services.
Here are some of the projects we have carried out:
- Health Canada: We prepared an implementation plan, developed policies and procedures, implemented SAP, identified roles and changes in roles, and provided training on FIS;
- Canadian International Development Agency: We wrote policies and procedures to supplement the implementation of the Financial Information Strategy;
- National Archives of Canada: We reviewed the implementation plan for the Financial Information Strategy to ensure that the department could meet its deadlines;
- National Defence: We did a Financial Information Strategy Gap Analysis.
Assessment of financial management control frameworks:
Our expertise enabled us to provide support and advice on projects such as:
- the evaluation of the financial management control framework to ensure that departments were able to meet Treasury Board Secretariat policy requirements regarding modern management control as well as Office of the Auditor General requirements concerning the Financial Management Capability Model;
- the development of financial management improvement plans.
We had the chance to work on the following projects:
- Health Canada: We developed a Financial Management Improvement Plan;
- Fisheries and Oceans Canada: We developed a Financial Management Improvement Plan;
- Health Canada: We did an update and a follow-up to the Financial Management Improvement Plan;
- Natural Resources Canada: We evaluated the Financial Management Framework to ensure that the department was able to meet Treasury Board Secretariat policies requirements regarding modern management control as well as Office of the Auditor General requirements concerning the Financial Management Services Model.
Development of financial policies and procedures:
Our consultants have conducted many projects in the area of financial policies and procedures for various organizations. For instance, we contributed to the development of Treasury Board Secretariat policies and directives on Specified Purpose Accounts Policy and Modernization of Travel.
Here is a summary of this project with the Treasury Board of Canada Secretariat:
- Treasury Board Secretariat. We analysed their policies in order to make recommendations that would be more appropriate for modern management. Once our recommendations were approved we were given a mandate to develop and implement them.
Cost analysis of operations for existing or new programs:
Our firm offers expert services in the following fields:
- Development of simple and effective management systems;
- Development of standard costing formulae to determine the financial impacts of new programs and/or Corporative Services initiatives;
- Benchmarking studies.
We worked on projects for many federal organizations such as:
- Canadian Nuclear Safety Commission: We conducted a benchmarking study on funding level allocated for the delivery of financial and administrative services;
- Canadian Heritage: We developed a management system to identify administrative services costs.
Financial reports and financial statements:
